Civil Service Institutions is an important part of state-politic institutions. The central content of the course can be divided into three parts: the First one is the basic theory of the civil service institutions. Such as the meaning and the duties of civil servants, the origin, development and evolution of civil servant institutions, the relationship between civil servants and government and between the civil servants and parties, the status of civil servants, and the actions they may undertake. The Second part are civil servant institutions. Such as position classifying, examination, employing, assessing, rewards and punishment, functionary promotion and demotion, training, obviation, wage and welfare, retirement and so on. The third one is research and exploration of theoretical and practical questions during the course of modernization of civil service institutions.
