E-government is a new model of management and operation mechanism for the public sectors to enhance the effectiveness of management of public affairs and the level of public service, is based on the combination of the network information technology, development of information resources, the adjustment of the organization structure, the innovation of public management and the perfecting the business flow. Based on the teaching of the basic theories and case studies of e-government, this course attempts to help the postgraduate of MPA have a good grasp of the usage of e-government ,update their ideas, understand the process and application of e-government, use the computer to search, obtain, save, present and communicate the government information, analyze, share and exchange the political resources, use the network cooperative work and understand the exploration of the e-government system. | ||||||||||
Teaching Contents | ||||||||||
This course belongs to the professional field courses (core courses), students are advised to go through the relevant basic courses which lay the theoretical and technical basis before entering the study of this course. Course content is divided into three sections which are: the basic theory, project, experiment and practice. This course will focus on the management from the perspective of government led by the field of e-government, and understanding the characteristics of the information environment in government organization and management. It will pay attention on the changes in government technology penetration mode, and set the aim on cultivating the compound talents on management that not only understand the characteristics of technologies and master certain government information technology, but also understand the general principles and processes of government management. The course includes basic principles of e-government, administrative business process reengineering, e-government applications, e-government performance evaluation, current development situation of e-government abroad and at home, e-government information resources and database construction. And through specific e-government case teaching methods it will help students understand the main e-government construction, ideas and basic content analysis of the main problems and countermeasures Chinese e-government construction face. This course involves experimental teaching, and e-government teaching practice has eight modules including: records management, conference management, government information portal, administrative examination and approval system, the government office system, document delivery platform, bidding platform and state-owned asset management. Through simulation and operation on a full e-government system, students will understand the running form of various e-governments involving the whole form of e-government, government internal management and external management and service operation, which help students to experience the great changes that e-government brought on traditional government office in practice, and understand the magnificent value of e-government. |
