Teaching Objectives
The teaching purpose of public policy is helping students to have a deeper understanding of the phenomenon and issues of public policy by the way of policy research. Thus, the interests of the whole society could be improved through the formulation and implementation of high quality of public policies. As a fundamental course of public management , the main teaching aims of public policy analysis include: Firstly, helping students to have a preliminary understanding of relevant theories and methods in policy research and policy analysis; improving students understanding in relevant issues and phenomenons of public policy; providing enough knowledge for students further studies. Secondly, based on the own characteristics, this course is practically-oriented. Therefore, the teaching of this course should combine the current policy process and case study, and guide students to do relevant research and analysis on specific policy-making processes, in order to make students to have a preliminary ability to do research and an analysis of public policy.
Teaching Contents
Pubic Policy is an interdisciplinary and comprehensive subject, which is raised from United States. The research object of this subject is public policy, with cross version of science , knowledge , theory and technology. The characteristics of public policy contain: inspection, verifiability (the basic characteristics of the methodology), across-science or multi-science, permeability (in theory) , and utilitarianism,etc. This course mainly guide students to obtain relevant knowledge of public policy making and policy analysis, be familiar with the concept of policy planning and policy analysis, theoretical framework, basic element, method and principle. Besides, this course concentrates on introducing different government levels economical explaining on the policy process cycle, policy change, rational choice, interest group and so on. Case study also plays an important role in explaining the value of public policy analysis, thinking method, model path, and obtaining specific technology of decision-making , relevant analysis. This course includes multi-disciplinary knowledge, like political science, economics, law and public management. By learning this course, students can have a preliminary understanding of relevant theory and method in policy research and policy analysis, thus establish the value pursuit of fairness and efficiency.
