The Institute of Rule of Law and Economic Development

Established in 2002, the Institute of Rule of Law and Economic Development of Guangdong University of Finance and Economics was selected as the key provincial research base of Humanities and Social Sciences in December 2003. The aim of this Institute is to create new scientific systems, enhance major researches, produce high-quality research results, and strengthen academic exchanges, personnel trainings, and library construction, so as to better serve society. In regards to scientific research, complementing the policy of opening up and reform and the geographical advantage of close distance to Hong Kong and Macao, with the purpose to directly serve economic and social development of Guangdong Province, the Institute is dedicated to carry out major researches on burning issues and reach good results as well as to put forth suggestions for economic development. The Institute organizes a research team to carry out longitudinal research projects for the province and the nation. In recent years, Institute researchers including the part-time researchers have undertaken 30 social science projects from the National Social Science Fund, Ministry of Education, Ministry of Justice and the Guangdong Provincial Philosophy and Social Science, publishing 15 monographs and hundreds of articles in key journals.

II.Main Membership

1. Director: Deng Shibao

Deng Shibao, male, Professor of Law, Juris Doctor, Dean of the School of Law, Visiting Scholar of US Fulbright Fund, candidate in the provincial talent cultivation program of Guangdong Province. He is engaged in teaching and research of both Constitutional law and Administrative Law. So far, he has presided over more than twenty various research projects at different levels-six provincial and ministerial projects and twelve issues entrusted by the government departments and has published more than fifty papers and two monographs. Two of his scientific researches have been awarded a provincial and ministerial prize. He was involved in drafting many local laws and regulations, such as the Guangdong Food Safety Regulations. Now he is the legislative consultant for the Guangdong Provincial People's Congress and the Guangzhou Municipal People's Congress, the consultant for Guangdong Province Social Work Committee, the advisory expert for Guangdong Provincial Procurator Committee, the decision-making consultant for Guangzhou Municipal People's Government. He also holds many other social positions, sucha as the Vice President of Guangdong Province Youth Social Science Association , a member of Chinese Constitution Research Association, a member and Secretary General of the Guangdong Provincial Constitutional Law Research Association, etc.

2. Deputy Director: Zhu Kongwu

Zhu Kongwu, male, Professor of  Law, Juris Doctor, master tutor.

Main Research Areas: teaching and research of Constitutional Law and Administrative Law, with outstanding results in the field of research of "constitutional and public finances" and "Hong Kong and Macao Basic Law". He has presided over more than twenty various research projects at all levels, including the National Social Science Fund Project, seven provincial projects and five issues forwarded by the Hong Kong and Macao Basic Law Committee of the NPC Standing Committee. He published more than forty papers in Legal Research, Jurist, Academic Research, two monographs, and four teaching materials.  He was once awarded one provincial and ministerial level scientific research award (second prize).

Main Concurrent Academic Posts: the counselor of the Hong Kong and Macao Basic Law Research Association and the Chinese Taxation Law Research Association, Vice President of the Research Institute for Finance Tax Law of Guangdong Province

Social Service: legislative consulting experts of Guangdong People's Congress, legislative consultants and the judicial supervision of experts of the Guangzhou Municipal People's Congress, legal advisor of the Nanhai District People's Congress

3. Ke Wei

Dr. Ke Wei is Professor, doctor of  law, and master tutor. His research direction is Jurisprudence. He presided over four provincial level projects, five municipal level projects, eleven national and provincial level issues and two municipal level projects. He has published more than 60 research papers, four monographs and edited many books.

4. Zeng Xiangsheng

Zeng Xiangsheng, associate professor, is committed to teaching undergraduates and  postgraduates.  The courses he teaches maninly include Contract Law, Civil and Commercial Judicial Practice, Mock Court Trial. Paying attention to heuristic teaching, rationally using various teaching methods, he achieved good teaching results. In recent years, he has undertaken and presided over two Humanities and Social Sciences Fund Projects of the Ministry of Education. He also participated in 4 provincial and ministerial tasks. He has published over 20 papers in Studies in Law and Business, Law Review, Legal Forum. Furthernore, he published many academic and teaching materials, making breakthrough researches in the field of civil and commercial law.
